Teaching panchayats to earn: a self-reliance push and Model OSR Rules

The Panchayati Raj Ministry launched the Atmanirbhar Panchayat Programme, the SAMARTH revenue portal and Model Own-Source-Revenue Rules — a bid to turn village councils from grant-dependent bodies into revenue-generating institutions of local self-government.

What happened

The Panchayati Raj Ministry launched the Atmanirbhar Panchayat Programme, the SAMARTH Portal and Model OSR Rules.
The programme aims to turn local assets into revenue-generating projects.
SAMARTH strengthens panchayat revenue collection; Model OSR Rules guide states on Own Source Revenue.
The goal is deeper fiscal decentralisation and less dependence on grants.
The Ministry's Panchayat Advancement Index won a Gold e-Governance award (2026).
