The state of cyber crime: NCRB data, the I4C and the 1930 reporting system

The government detailed India's cyber-crime picture — NCRB's 'Crime in India' data (2020-2024) and the architecture built to counter it: the Indian Cyber Crime Coordination Centre (I4C), the National Cyber Crime Reporting Portal and the 1930 financial-fraud helpline, with a focus on crimes against women and children.

What happened

For Prelims

For UPSC: A cyber-security-and-internal-security item — India's cyber-crime data and the institutional response. Use it for cyber crime and cyber security, the I4C/NCRP/1930 architecture, financial fraud and online scams, and safety of women and children online.
What it is NOT: This is a data-and-architecture disclosure (a parliamentary reply), not a new law or agency. NCRB data reflects registered cases (subject to under-reporting); the I4C, NCRP and 1930 are existing mechanisms.

Syllabus: GS3.18 · GS3.19 · Linkage L2

Anchor
Securing a digital society — coordinated systems to prevent, report and act on cyber crime.
Substantiation (data)
NCRB 'Crime in India' (latest 2024) records cyber-crime cases 2020-24; the MHA's I4C coordinates the response; the NCRP portal and 1930 helpline enable reporting and rapid fraud-money freezing; focus on women/children.
Exemplification
The I4C-NCRP-1930 architecture and coordination with states/banks against financial fraud and online scams.
Problematisation
Under-reporting, evolving scams (e.g. 'digital arrest'), cross-border/anonymous crime, and awareness and enforcement capacity.
Way-forward
Strengthen the I4C, awareness and rapid reporting, bank/intermediary coordination, and capacity for cyber investigation.
Position
A coordinated, citizen-facing cyber-crime response is essential as digital adoption deepens.
