PARIVARTAN guidelines cleared: a Rs 9,585 crore push to replace old trucks and buses in NCR

MoHUA approved operational guidelines for the PARIVARTAN Scheme — a Rs 9,585 crore programme (Cabinet-approved on 3 June 2026) to replace older, highly polluting trucks and buses in the National Capital Region with cleaner BS-VI or electric vehicles, aimed at cutting vehicular pollution and network emissions in Delhi-NCR.

What happened

For Prelims

For UPSC: A targeted environment-and-urban-governance example — using vehicle replacement/scrappage and e-mobility to tackle Delhi-NCR air pollution. Use it for air-quality management (NCAP, GRAP), the vehicle scrappage policy, BS-VI norms and electric mobility, and centre-region coordination on pollution.
What it is NOT: This is approval of the scheme's operational guidelines (readying it for rollout), not the start of scrapping or a nationwide programme. PARIVARTAN targets commercial vehicles (trucks/buses) in the NCR specifically, complementing — not replacing — the broader scrappage and clean-air policies.

Anchor
Cleaner urban transport — replacing high-emission commercial vehicles to cut Delhi-NCR air pollution.
Substantiation (data)
PARIVARTAN: Rs 9,585 cr (Rs 5,041 cr central), Cabinet-approved 3 June 2026, MoHUA scheme with MoRTH implementing; replaces old NCR trucks/buses with BS-VI/EVs; guidelines now cleared.
Exemplification
Scrappage + e-mobility incentives as an air-quality tool, complementing NCAP and BS-VI norms.
Problematisation
Financing replacement for operators, scrappage-infrastructure capacity, and ensuring EVs are charged with clean power for real gains.
Way-forward
Operationalise incentives, build scrappage/charging infrastructure, and integrate with NCAP and regional air-quality governance.
Position
Targeted vehicle renewal is a practical lever for urban air quality when linked to e-mobility and clean power.
