India and Japan hold their 8th Defence Policy Dialogue, eyeing a 2+2 and maritime-tech cooperation

India and Japan held the 8th Defence Policy Dialogue in Tokyo, reviewing the full spectrum of defence ties under their Special Strategic and Global Partnership — from maritime cooperation and exercises to defence technology, cyber and space — and previewing a 2+2 ministerial meeting later this year.

What happened

For Prelims

For UPSC: Read this as deepening a Quad defence partnership — institutionalised dialogue building toward a 2+2 and cooperation in maritime tech, cyber and space. Anchor the Special Strategic and Global Partnership, the 2+2 format, the Quad and JIMEX/Malabar, and a free and open Indo-Pacific.
What it is NOT: This is an official-level (Defence Secretary/Vice Minister) policy dialogue, not a ministerial 2+2 or a signed agreement — the 2+2 is previewed for later this year. It reviews and steers cooperation rather than announcing a new pact.
