For the first time in nearly 30 years, PDS rice gets a quality upgrade for 80 crore people
The Cabinet cut the permissible broken-grain content of rice supplied under the food-security net — from 25% to 10% for raw rice and 16% to 5% for parboiled rice — the first such tightening in almost three decades, benefiting over 80 crore beneficiaries and saving about ₹2,161 crore a year.
What happened
- The Cabinet Committee on Economic Affairs (CCEA) approved a reform to improve the quality of rice supplied under the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) and other welfare schemes through the Public Distribution System.
- For the first time in nearly three decades, permissible broken-grain content was cut — raw rice from up to 25% to up to 10%, and parboiled rice from up to 16% to up to 5% — with no change in beneficiaries' entitlements.
- The reform benefits more than 80 crore beneficiaries; procurement begins immediately and will be rolled out across all procuring states in a phased manner by Kharif Marketing Season (KMS) 2027-28.
- Broken rice separated during milling will be auctioned directly from millers' premises and stored in HDPE bags, yielding estimated annual cost rationalisation of about ₹2,161 crore and extra revenue that eases the food-subsidy burden.
- The scheme adds QR-code tagging of rice bags for end-to-end traceability in the PDS, and was validated through pilots in Haryana, Andhra Pradesh, Punjab, Odisha, Telangana and Chhattisgarh.

- Don't confuse: This is a change to quality specification (broken-grain %), not rice fortification — the separate programme of adding Fortified Rice Kernels (iron, folic acid, vitamin B12) to tackle anaemia.
