GAGAN gets its first landing procedure — a satellite approach for a heliport with no ground aids
India approved its first Point-in-Space (PinS) instrument approach for helicopters at Undavalli Heliport, built on GAGAN — India's own GPS augmentation system — days after the first GAGAN-based precision approach by a commercial jet.
What happened
- A PIB Backgrounder recapped GAGAN (GPS Aided GEO Augmented Navigation), India's indigenous Satellite-Based Augmentation System (SBAS) jointly developed by ISRO and the Airports Authority of India (AAI) and operational since 2015.
- An SBAS augments GPS, broadcasting real-time correction and integrity information — integrity alerts a pilot when a GPS signal is unsafe for navigation — so approaches become precise enough for landing.
- GAGAN runs on 15 reference stations, 2 master control centres, 3 uplink stations and payloads on the geostationary satellites GSAT-8, GSAT-10 and GSAT-15, and is the first SBAS certified for the equatorial region.
- It is interoperable with the US WAAS, Europe's EGNOS and Japan's MSAS, and is distinct from NavIC, India's independent regional navigation constellation.
- On 1 July 2026 the Ministry of Civil Aviation announced DGCA approval of India's first PinS (Point-in-Space) instrument approach for helicopters at Undavalli Heliport, developed by AAI to ICAO standards, days after India's first GAGAN-based precision approach by a commercial jet.

- GAGAN: GPS Aided GEO Augmented Navigation — India's Satellite-Based Augmentation System (SBAS), jointly developed by ISRO and the Airports Authority of India (AAI), operational since 2015; the first SBAS certified for the equatorial region.
- SBAS vs GNSS: A GNSS (like GPS) provides the basic satellite position fix; an SBAS augments it with correction and integrity data via geostationary satellites, improving accuracy and safety for aviation. GAGAN augments GPS — it is not itself a positioning constellation.
- Peer SBAS systems: USA's WAAS, Europe's EGNOS, Japan's MSAS — GAGAN is interoperable with all three and places India among the few countries operating an SBAS.
- NavIC (IRNSS): India's independent regional navigation constellation (positioning, navigation and timing), covering India and up to 1,500 km beyond — a separate system from GAGAN; do not conflate the two.
- GAGAN ground/space segment: 15 Indian Reference Stations, 2 Master Control Centres, 3 Land Uplink Stations, and GAGAN payloads on geostationary satellites GSAT-8, GSAT-10 and GSAT-15.
- PinS (Point-in-Space) approach: A satellite-based instrument approach procedure that lets helicopters land precisely at heliports lacking conventional ground-based landing aids, useful in poor weather; India's first, at Undavalli Heliport, was approved by the DGCA and developed by AAI to ICAO standards.
- Don't confuse: GAGAN augments GPS (it is an SBAS), NavIC is a standalone regional constellation, and GPS is the US GNSS — three different things. PinS is a landing procedure that uses such augmented navigation, not a satellite.
For UPSC: India approved its first GAGAN-based PinS helicopter approach at Undavalli Heliport, days after the first GAGAN precision approach by a commercial jet. Anchor GAGAN as India's SBAS (ISRO + AAI), the SBAS-vs-GNSS distinction and peers (WAAS/EGNOS/MSAS), and keep NavIC separate as the independent regional constellation. Revise India's space-navigation ecosystem, indigenous technology (Aatmanirbhar Bharat), and civil-aviation safety and regional connectivity.
What it is NOT: GAGAN is not a standalone positioning system and is not NavIC — it augments GPS with correction and integrity data, so it needs GPS to work. PinS is a landing procedure enabled by satellite navigation, not a new satellite; and this is a first approved procedure at one heliport, not a nationwide rollout yet.

Extend PinS procedures to more heliports and airports, deepen NavIC-GAGAN integration, and use satellite navigation for disaster response, medical evacuation and remote connectivity.
