UPI goes live in Greece — India's payments rail crosses into Europe again
Commerce Minister Piyush Goyal watched the first live UPI transaction at a Greek bank in Athens, as a Eurobank–NPCI International tie-up takes India's instant-payments system to Greece — cutting remittance costs and extending India's digital-payments diplomacy.
What happened
- Union Commerce and Industry Minister Piyush Goyal witnessed a live demonstration of the Eurobank–NPCI International Payments Ltd (NIPL) partnership enabling UPI at Eurobank headquarters in Athens.
- He was alongside Eurobank's CEO and the CEO of Fairfax Digital Services — marking another milestone in the global expansion of India's digital-payments ecosystem.
- Goyal, leading a business delegation to Greece to deepen bilateral economic cooperation, said the launch lets customers transfer money instantly and securely at a fraction of conventional costs.
- He said UPI's growing global acceptance reflects trust in India's vision of technology-led solutions that create value beyond borders.
- UPI's overseas expansion — already live in markets such as the UAE, Singapore, France, Sri Lanka and Mauritius — is a flagship of India's Digital Public Infrastructure (DPI) diplomacy.
For Prelims
- UPI: The Unified Payments Interface — India's real-time, interoperable mobile-payments system built by the National Payments Corporation of India (NPCI); the world's largest real-time payments system by volume.
- NPCI International (NIPL): The international arm of NPCI that takes UPI and RuPay abroad through tie-ups with foreign banks/networks — here with Eurobank (Greece).
- UPI abroad: Already live/enabled in the UAE, Singapore, France, Sri Lanka, Mauritius, Bhutan, Nepal and others — Greece is the latest; France marked UPI's first European acceptance.
- Digital Public Infrastructure (DPI): India's open, interoperable digital rails (Aadhaar, UPI, DigiLocker, ONDC) — exported as a model ('India Stack'); a pillar of tech diplomacy and the Global South agenda.
- Why it matters: UPI abroad cuts remittance and transaction costs, helps the diaspora/travellers, and projects India's soft power and standard-setting in payments.
- NPCI: A 'not-for-profit' company (under the RBI/IBA umbrella) operating retail payments (UPI, RuPay, IMPS, FASTag, etc.).
- Don't confuse: UPI (the payments interface) is run by NPCI; its overseas rollout is via NIPL — distinct from RuPay (card network), though both are NPCI products.
For UPSC: UPI went live in Greece via a Eurobank-NIPL tie-up — extending India's DPI diplomacy and cutting remittance costs. Anchor UPI/NPCI and NPCI International (NIPL), UPI's overseas footprint (UAE/Singapore/France/Sri Lanka/Mauritius), Digital Public Infrastructure and the India Stack as soft power, and remittance-cost reduction.
What it is NOT: UPI (the payments interface, by NPCI) is taken abroad via NPCI International (NIPL) — distinct from RuPay (a card network). 'UPI live in Greece' means cross-border acceptance via a partner bank (Eurobank), not that India's domestic system has merged with Greece's.

Anchor
Digital-payments diplomacy — exporting India's DPI to deepen economic ties and cut the cost of cross-border money movement.
Substantiation (data)
UPI live in Greece (Eurobank–NIPL); witnessed by Goyal in Athens; instant, low-cost transfers; UPI already in UAE/Singapore/France/Sri Lanka/Mauritius.
Exemplification
Cite UPI's overseas rollout (NIPL) and the India Stack as instruments of DPI diplomacy and Global South leadership.
Problematisation
Cross-border data/regulatory alignment, partner onboarding, interoperability standards, and sustaining scale abroad are challenges.
Way-forward
Expand UPI/RuPay tie-ups, set interoperable standards, leverage DPI for the diaspora and trade, and pair with bilateral economic agreements.
Position
Government stance: UPI's global acceptance reflects trust in India's technology-led, value-beyond-borders model of digital public infrastructure.
