India courts its global R&D centres to become innovation partners, not back-offices

NITI Aayog's Atal Innovation Mission and STPI convened a GCC Conclave to deepen ties between India's startup-and-innovation ecosystem and the Global Capability Centres of multinationals — from Intel and NVIDIA to Bosch and Morgan Stanley.

What happened

For Prelims

For UPSC: AIM (NITI Aayog) and STPI held a GCC Conclave to link India's startup ecosystem with multinational Global Capability Centres and move them up the R&D value chain. Anchor GCCs (1,700+, high-end R&D, Budget-2025 national framework), the Atal Innovation Mission (ATL/AIC/ACIC), STPI, India's startup ecosystem, and innovation/IP co-creation.
What it is NOT: A Global Capability Centre (an MNC's in-house captive unit for R&D/services) is distinct from third-party IT-services or BPO firms. AIM (NITI Aayog's innovation mission) is distinct from STPI (under MeitY); the conclave is a collaboration platform, not a new scheme.

Anchor
Innovation-led growth — turning India's global capability centres into engines of R&D and co-creation with startups.
Substantiation (data)
AIM (NITI Aayog) + STPI GCC Conclave on Innovation 2026 (Bengaluru); participation from Intel/NVIDIA/Bosch/Morgan Stanley etc.; linkages with ATL/AIC/ACIC and STPI.
Exemplification
Cite GCCs (1,700+), the Atal Innovation Mission and STPI as pillars of an innovation ecosystem moving up the value chain.
Problematisation
Moving from cost-arbitrage to genuine R&D/IP, talent and skilling, IP protection, and spreading GCCs beyond metros are challenges.
Way-forward
Deepen GCC-startup co-creation, scale AIM/STPI infrastructure, build deep-tech talent, and attract GCCs to Tier-2/3 cities (Budget-2025 framework).
Position
Government stance: linking GCCs with India's innovation ecosystem can make the country a global hub for R&D, IP and product innovation.
