India deepens its Indian Ocean ties on PM's Seychelles visit — from a patrol ship to UPI

On his Seychelles state visit, PM Modi delivered a clutch of outcomes — gifting a Fast Patrol Vessel, taking UPI to the islands, exporting affordable generics via Janaushadhi, and welcoming Seychelles into the CDRI — anchoring 'Vision MAHASAGAR' on the 50th year of ties.

What happened

• On his State Visit to Seychelles (27-29 June 2026) as Guest of Honour at the Golden Jubilee of its National Day, PM Modi became the first Indian PM to address the National Assembly of Seychelles, marking 50 years of diplomatic relations.
• Development assistance included the gifting of a Fast Patrol Vessel, 10 utility vehicles and Laser Radial-class boats to the Seychelles Defence Force, 6 ambulances, 500 MT of rice and 8,500 MT of cement.
• Key MoUs will deploy UPI digital-payment infrastructure (NPCI–Central Bank of Seychelles), export affordable generic medicines under the Janaushadhi scheme (HLL Lifecare), and cover foreign-service training (SSIFS).
• Seychelles joined the Coalition for Disaster Resilient Infrastructure (CDRI); India announced a glass-cockpit upgrade of a Dornier aircraft, the refit of the patrol ship PS Zoroaster, and a Technical Education Centre.
• PM Modi was conferred Seychelles' 'Guardian of the Blue Horizon' Presidential Distinction and met the Prime Minister of Mauritius on the sidelines — all anchored in 'Vision MAHASAGAR'.

• Don't confuse: MAHASAGAR is the broadened framing of SAGAR (2015); UPI's overseas deployment is via NIPL; CDRI (resilient infrastructure) is an India-led coalition, distinct from the ISA/GBA.
