Eleven years of Digital India: from cheap data to AI compute and home-grown chips

As Digital India nears its 11th anniversary, the government says the programme is pivoting from foundational digital infrastructure to the frontier of AI and semiconductors — with the IndiaAI Mission's 45,000-GPU compute backbone and a ₹1.64-lakh-crore chip-manufacturing pipeline.

What happened

For Prelims

For UPSC: Digital India at 11 is pivoting to AI and semiconductors — the IndiaAI Mission's 45,000-GPU compute and a ₹1.64-lakh-crore chip pipeline. Anchor Digital India's three vision areas and India-stack DPI (Aadhaar/UPI/ONDC), the IndiaAI Mission pillars, the India Semiconductor Mission (fab vs OSAT, DLI) and ISM 2.0, and mobile-data affordability driving inclusion.
What it is NOT: The IndiaAI Mission (AI compute, models, datasets) is distinct from the India Semiconductor Mission (chip fabs and packaging). 'ISM 2.0' is the next phase announced in Budget 2026-27, not a new programme; and a semiconductor 'fab' is distinct from an OSAT/packaging unit.

For Mains

Syllabus: GS3.13 · GS3.8 · Linkage L1

Anchor
Digital and deep-tech self-reliance — moving up the stack from connectivity and DPI to AI compute and indigenous chips.
Substantiation (data)
Digital India @11: data ~₹8–10/GB; IndiaAI Mission (₹10,372 cr, 45,000+ GPUs, 15 LLMs/SLMs); India Semiconductor Mission (12 projects, ~₹1.64 lakh crore); ISM 2.0.
Exemplification
Cite the India stack (Aadhaar/UPI/ONDC), IndiaAI compute/AI Kosh and the semiconductor fabs/OSAT units as a layered tech build-up.
Problematisation
Compute and talent gaps, chip supply-chain and capital intensity, digital divide, data protection and energy demand of AI/data centres are challenges.
Way-forward
Scale compute and indigenous IP (ISM 2.0), grow safe-AI and skilling, sustain DPI exports, and bridge the digital divide while protecting data.
Position
Government stance: having built foundational DPI, Digital India now targets AI and semiconductors as the pillars of Viksit Bharat 2047.
Deploys into: Digital economy & DPI (Digital India/India stack) · AI & compute (IndiaAI Mission) · semiconductors & indigenisation (ISM/ISM 2.0) · digital inclusion (GS3.13 IT & emerging tech, GS3.8 industrial policy).
