Aarogya Setu returns — this time as your personal health-record app

The Health Ministry will launch Aarogya Setu 2.0 — a personal health-record app built on ABHA — plus a WhatsApp 'Ayushman Sarathi' chatbot and a National Health Claims Exchange, deepening India's Digital Public Infrastructure for health.

What happened

For Prelims

For UPSC: India is launching Aarogya Setu 2.0 (a PHR app on ABHA), an Ayushman WhatsApp chatbot and the NHCX claims exchange — deepening digital-health DPI. Anchor the ABDM and ABHA, NHA/NRCeS, AB PM-JAY (₹5 lakh cover, 70+ extension), the NHCX, and the repurposing of Aarogya Setu from contact-tracing to health records.
What it is NOT: ABHA (the health ID) is distinct from the Aarogya Setu 2.0 app (the interface). The ABDM (digital-health infrastructure) is distinct from AB PM-JAY (the insurance scheme); the NHCX standardizes claims — it does not itself provide insurance.

Syllabus: GS2.13 · GS3.13 · Linkage L1

Anchor
Digital public infrastructure for health — interoperable records and claims to make care accessible, portable and efficient.
Substantiation (data)
Aarogya Setu 2.0 (PHR on ABHA), Ayushman Sarathi WhatsApp chatbot, enhanced Ayushman App, and the National Health Claims Exchange (NHCX); under NHA/NRCeS.
Exemplification
Cite ABDM/ABHA, NHCX and the Ayushman App as examples of health DPI improving access, portability and claims efficiency.
Problematisation
Health-data privacy and consent, the digital divide, interoperability across private providers, and last-mile adoption are challenges.
Way-forward
Strengthen consent and data protection, drive interoperability and provider onboarding, expand multilingual/voice access, and integrate insurance via NHCX.
Position
Government stance: a connected, interoperable digital-health ecosystem expands access and efficiency while keeping citizens in control of their records.
Deploys into: Health DPI & e-governance (ABDM/ABHA/NHCX) · AB PM-JAY & insurance claims · data privacy/consent · digital inclusion (GS2.13 health & service delivery, GS3.13 IT & digital infrastructure).
