Anchor the Ministry of Cooperation (2021), the cooperative principle (member-owned, one-member-one-vote), the eight backing cooperatives (NCDC, Amul/GCMMF, NDDB, NAFED, IFFCO, KRIBHCO, NABARD, NCEL), the new national multi-state cooperatives (NCEL/BBSSL/NCOL), and the 97th Amendment.
What it is NOT: A driver-owned cooperative platform ('Saarthi Hi Maalik') — where drivers are co-owners sharing profits — is distinct from private aggregators (Ola/Uber) where drivers are contractors. This is a launch in Gujarat (after a December 2025 soft-launch), not yet a nationwide rollout.
