For UPSC: The Centre rolled out a Kharif contingency plan for 315 districts amid El Niño fears — short-duration low-water crops (pulses/millets/oilseeds), water conservation and PMFBY-KCC-PM-KISAN safety nets. Anchor the El Niño-monsoon link, Kharif crops, ICAR-CRIDA district contingency plans, PMFBY/KCC/PM-KISAN, millets ('Shree Anna') and drought resilience, and advance disaster-preparedness in agriculture.
What it is NOT: El Niño raises the RISK of a weak monsoon but does not guarantee drought (the Indian Ocean Dipole and other factors matter too). This is advance contingency planning for vulnerable districts — not a declared drought; safety nets (PMFBY/KCC/PM-KISAN) are pre-existing schemes being leveraged.
