What happened

For Prelims

For UPSC: India and South Korea reaffirmed their Special Strategic Partnership and agreed to deepen digital-governance and public-administration cooperation. Anchor the India-Korea Special Strategic Partnership (2015), Act East, the CEPA (2010, under upgrade), CPGRAMS and Digital Life Certificates (Jeevan Pramaan), the Ayodhya-Gaya (Suriratna) cultural link, and Indo-Pacific cooperation.
What it is NOT: The India-Korea relationship is a 'Special Strategic Partnership' (a diplomatic tier), not a military alliance. This engagement concerns governance/public-administration cooperation, distinct from the trade-focused CEPA track. CPGRAMS (grievances) and Digital Life Certificate (pensioners' Jeevan Pramaan) are different governance tools.
