Air-quality watchdog's NCR squads run 199 inspections, seal 29 DG sets
The CAQM's Enforcement Task Force reviewed NCR air-pollution compliance, with flying squads conducting 199 inspections in a fortnight — detecting 66 violations and proposing sealings, closures and environmental-compensation penalties.
What happened
- The 133rd meeting of the Enforcement Task Force (ETF) of the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) reviewed enforcement and compliance across the NCR for 30 May-13 June 2026.
- During the 15-day period, the Commission's flying squads carried out 199 inspections — 10 at construction & demolition (C&D) sites, 94 in industry and 95 of diesel-generator (DG) sets — and detected 66 violations.
- Based on the reports, the ETF proposed closure of 4 units/projects, sealing of 29 DG sets, 12 compliance directions, and environmental compensation in 2 cases.
- It noted that all actionable cases from the previous meeting were acted upon, and 12 resumption orders were issued after verified compliance.
- A special-drive inspection of 10 industrial units in Muzaffarnagar found 9 non-compliant, citing non-operational scrubbers, cyclones and air-pollution-control devices and poor stack monitoring.
For Prelims
- CAQM: The Commission for Air Quality Management in NCR and Adjoining Areas, a statutory body under the CAQM Act, 2021, coordinating air-quality action across Delhi, Haryana, Punjab, Rajasthan and Uttar Pradesh (it replaced EPCA).
- Powers: CAQM can issue binding directions, levy penalties, and override conflicting state directions on air quality; its orders take precedence over other bodies in the NCR airshed.
- GRAP: The Graded Response Action Plan is the staged set of curbs (on construction, DG sets, vehicles, industry) triggered as Delhi-NCR air quality worsens.
- Common pollution sources: Construction & demolition dust, industrial emissions, diesel-generator sets, vehicles and stubble burning drive NCR pollution.
- Environmental Compensation (EC): A monetary penalty imposed on polluters for violations — a 'polluter pays' enforcement tool.
- Air-pollution-control devices: Equipment like scrubbers, cyclones and fume-extraction systems that industries must run to limit emissions.
- Don't confuse: CAQM (statutory, NCR-wide, under the 2021 Act) replaced the earlier EPCA; it is distinct from the CPCB/State Pollution Control Boards, though it coordinates with them.
For UPSC: CAQM's Enforcement Task Force ran 199 NCR inspections in a fortnight, proposing sealings, closures and environmental-compensation penalties. Anchor the CAQM (statutory, CAQM Act 2021, covering Delhi/Haryana/Punjab/Rajasthan/UP, replaced EPCA), its binding powers, the Graded Response Action Plan (GRAP), 'polluter pays'/Environmental Compensation, and NCR pollution sources.
What it is NOT: CAQM is a statutory body under the CAQM Act, 2021 with binding, NCR-wide powers — it replaced the earlier EPCA and is distinct from the CPCB/State Pollution Control Boards (with which it coordinates). Its enforcement (sealings, closures, EC) is administrative action under its Act, not court orders.
For Mains
Syllabus: GS3.14 · GS2.9 · Linkage L2
Anchor
Air-pollution governance and enforcement — a dedicated statutory body coordinating action across the NCR airshed.
Substantiation (data)
CAQM ETF (133rd meeting): 199 inspections in 15 days, 66 violations; 29 DG sets sealed, 4 closures, EC in 2 cases; Muzaffarnagar drive found 9/10 units non-compliant.
Exemplification
Cite CAQM's enforcement and GRAP (with 'polluter pays' EC) as examples of institutional, airshed-level air-quality management.
Problematisation
Airshed pollution is multi-source and inter-state; enforcement capacity, episodic (stubble/winter) spikes, and compliance gaps limit lasting gains.
Way-forward
Strengthen continuous monitoring and enforcement, target all sources year-round, scale clean technology, and deepen inter-state coordination.
Position
CAQM stance: sustained, data-driven enforcement across the NCR is essential to improve air quality and protect public health.
Deploys into: Air pollution & airshed governance (CAQM Act 2021, GRAP) · polluter-pays & enforcement · statutory environmental bodies · inter-state coordination (GS3.14 pollution & conservation, GS2.9 statutory & regulatory bodies).
