For UPSC: A Rural Development review set a FY 2026-27 target of 26,474 km of rural roads (Rs 18,907 crore) under PMGSY, pushing last-mile saturation for left-out and PVTG habitations. Anchor PMGSY (launched 2000, Centrally Sponsored, 60:40 / 90:10 funding, 500+/250+ habitation norms), PM-JANMAN (PVTGs), RCPLWEA (LWE areas), e-MARG, and NRIDA.
What it is NOT: PMGSY is a Centrally Sponsored Scheme (60:40 Centre-state funding; 90:10 for NE/Himalayan states) for rural roads — not a 100% central scheme or part of the National Highways (Bharatmala) programme. It connects eligible unconnected habitations (500+/250+), not every village road; e-MARG is for maintenance monitoring.
