National Biodiversity Authority reconstitutes its Agrobiodiversity expert panel

Under the Biological Diversity Act, the NBA reconstituted its Expert Committee on Agrobiodiversity — chaired by Padma Shri Dr P L Gautam — to guide conservation, sustainable use and benefit-sharing of agricultural genetic resources.

What happened

For Prelims

For UPSC: The NBA reconstituted its Agrobiodiversity Expert Committee under Section 13(1) of the Biological Diversity Act, 2002, chaired by Dr P L Gautam, to advise on conservation, sustainable use and ABS of agri-biodiversity. Anchor the NBA (statutory, Chennai, CBD implementation), the three-tier BD-Act structure (NBA/SBB/BMC + People's Biodiversity Registers), ABS and the Nagoya Protocol, the PPVFRA/farmers' rights, and ITPGRFA.
What it is NOT: The NBA (Biological Diversity Act, MoEFCC, biodiversity access & ABS) is distinct from the PPVFRA (PPVFR Act, Agriculture Ministry, plant-variety & farmers' rights) — even though they coordinate on agri-genetic resources. This is the reconstitution of an advisory committee, not a new law.

For Mains

Syllabus: GS3.14 · GS3.4 · Linkage L2

Anchor
Institutional stewardship of agricultural biodiversity — expert guidance on conservation, sustainable use and benefit-sharing of genetic resources.
Substantiation (data)
NBA Agrobiodiversity Expert Committee reconstituted under Section 13(1), BD Act 2002; Dr P L Gautam as Chair, PPVFRA Chair as Co-Chair; advisory body since 2005.
Exemplification
Cite the NBA-PPVFRA coordination and India's farmers'-rights regime as examples of balancing conservation, ABS and food security.
Problematisation
Implementation gaps in ABS, biopiracy risks, weak BMC capacity, and balancing seed-export interests with conservation and farmers' rights remain challenges.
Way-forward
Strengthen BMCs/People's Biodiversity Registers, streamline ABS, align with the Nagoya Protocol and ITPGRFA, and protect indigenous seeds and farmers' rights.
Position
Government stance: expert-guided conservation and benefit-sharing of agrobiodiversity supports food security, climate resilience and farmers' rights.
Deploys into: Biodiversity conservation & ABS · Biological Diversity Act/NBA & CBD/Nagoya · agrobiodiversity & farmers' rights (PPVFRA, ITPGRFA) · food security (GS3.14 conservation/EIA, GS3.4 agriculture).
