BRICS adopts the 'Indore Declaration' on agriculture under India's chairship
The 16th BRICS Agriculture Ministers' meeting in Indore agreed a unanimous declaration on food security, climate-resilient farming, agri-trade and digital agriculture — with small farmers, women and youth at the centre.
What happened
- The BRICS Agriculture Ministers' and officials' meetings in Indore concluded with the unanimous adoption of the 'Indore Declaration', chaired by Union Agriculture & Farmers' Welfare Minister Shri Shivraj Singh Chouhan under India's 2026 BRICS chairship.
- The Declaration gives 'new direction' to food security, farmer welfare, climate-resilient farming, agricultural trade and digital agriculture.
- BRICS countries agreed on four new global networks spanning natural farming to digital agriculture, and addressed issues from indigenous-seed protection to carbon credits.
- The roadmap puts small farmers, women and youth at the centre; the Minister described the message from Indore as 'innovation from lab to land, benefits will reach every small farmer'.
- He said the meeting conveyed 'a powerful message of hope, confidence and collective responsibility', with BRICS expressing a shared commitment on food security, the climate crisis and agricultural trade.
For Prelims
- BRICS: Brazil, Russia, India, China, South Africa — expanded since 2024-25 to include Egypt, Ethiopia, Indonesia, Iran and the UAE. India holds the 2026 chairship (theme: 'Building for Resilience, Innovation, Cooperation and Sustainability').
- BRICS Agriculture track: Agriculture Ministers' meetings are a sectoral track; the 'Indore Declaration' is its 2026 outcome under India's chairship — a non-binding political declaration.
- Climate-resilient & natural farming: India promotes natural farming (e.g. the National Mission on Natural Farming) and climate-resilient practices — themes it brought to the BRICS table.
- Digital agriculture: India's Agri Stack / Digital Agriculture Mission (farmer registry, crop data) is a model for the proposed BRICS digital-agriculture cooperation.
- Indigenous seeds & ITPGRFA: Protection of indigenous/traditional seeds links to the International Treaty on Plant Genetic Resources for Food and Agriculture and farmers' rights (PPVFR Act in India).
- Carbon credits in agriculture: Mechanisms to reward farmers for carbon sequestration (e.g. via agro-forestry, natural farming) — an emerging climate-finance theme for agriculture.
- Don't confuse: The Indore Declaration is a sectoral (agriculture) ministerial outcome under India's BRICS chairship — distinct from the leaders' BRICS Summit declaration; it is non-binding.
For UPSC: The 16th BRICS Agriculture Ministers' meet in Indore adopted the unanimous 'Indore Declaration' under India's 2026 chairship — on food security, climate-resilient and natural farming, agri-trade, digital agriculture, indigenous seeds and carbon credits, with four new global networks. Anchor the expanded BRICS, India's chairship, India's natural-farming and Agri Stack/digital-agriculture models, ITPGRFA/farmers' rights, and the non-binding nature of such declarations.
What it is NOT: The Indore Declaration is a sectoral (agriculture) ministerial outcome under India's BRICS chairship — NOT the leaders' BRICS Summit declaration, and it is a non-binding political document, not a treaty.
For Mains
Syllabus: GS2.18 · GS3.4 · Linkage L2
Anchor
Agricultural diplomacy and Global South cooperation — India shaping a BRICS agenda on food security, climate-resilient farming and digital agriculture.
Substantiation (data)
16th BRICS Agriculture Ministers' meet; unanimous 'Indore Declaration'; four new global networks (natural to digital farming); focus on small farmers, women, youth.
Exemplification
Cite India's natural-farming mission and Agri Stack as exportable models, and the Declaration as India leveraging BRICS for farmer-centric cooperation.
Problematisation
Declarations are non-binding; aligning diverse BRICS members on agri-trade, subsidies and seed/IP issues is hard; small-farmer benefits depend on implementation.
Way-forward
Operationalise the four networks, share digital-agriculture and natural-farming practices, and advance fair agri-trade and climate finance (carbon credits) for farmers.
