Beti Bachao Beti Padhao at eleven years: from a sex-ratio fix to a nationwide girl-child movement

Launched in 2015 to arrest the declining child sex ratio, the tri-ministry scheme now spans dignity at birth, early childhood care and girl-child education through behavioural change.

What happened

For Prelims

For UPSC: BBBP (launched 2015, Panipat) — a tri-ministry (MWCD/Health/Education) behavioural-change scheme to arrest the declining child sex ratio — has become a nationwide girl-child movement, improving the Sex Ratio at Birth. Anchor the CSR-vs-SRB distinction, the PCPNDT Act 1994, linked schemes (Sukanya Samriddhi, PMMVY), Mission Shakti, and BBBP's advocacy (not cash-transfer) design.
What it is NOT: BBBP is primarily an awareness/behavioural-change and inter-ministerial coordination scheme — NOT a direct cash-benefit scheme (those are Sukanya Samriddhi Yojana and PM Matru Vandana Yojana). The Child Sex Ratio (0-6, Census) is also distinct from the Sex Ratio at Birth (HMIS/SRS).

For Mains

Syllabus: GS2.12 · GS1.7 · Linkage L1

Anchor
Tackling son-preference and gender discrimination — using behavioural change and inter-ministerial convergence to empower the girl child.
Substantiation (data)
BBBP launched 22 Jan 2015 (Panipat); tri-ministry (MWCD/MoHFW/MoE); improved Sex Ratio at Birth per HMIS; 11-year nationwide movement.
Exemplification
Cite BBBP's convergence model and behavioural-change approach (with PCPNDT enforcement and Sukanya Samriddhi) as a comprehensive girl-child strategy.
Problematisation
Sex-selective practices persist; measuring attribution is hard; fund-utilisation skewed to advocacy; deep-rooted patriarchy needs sustained, multi-pronged effort.
Way-forward
Strengthen PCPNDT enforcement, converge with education/health/cash schemes, focus on low-CSR districts, and sustain community-led behavioural change.
Position
Government stance: BBBP has evolved into a nationwide movement improving gender indicators and ensuring dignity, protection and education for the girl child.
Deploys into: Gender & girl-child welfare · declining sex ratio & PCPNDT Act · inter-ministerial convergence (Mission Shakti) · women's empowerment (GS2.12 welfare schemes for vulnerable sections, GS1.7 women & social issues).
