For UPSC: The I&B Ministry released draft Telecom (TV, Radio and Associated Services) Rules, 2026 for consultation, consolidating broadcasting guidelines (uplinking/downlinking, DTH, HITS, FM, community radio, IPTV) under the Telecommunications Act, 2023 (which replaced the 1885 Telegraph Act). Anchor the 2023 Act, the Act-vs-Rules/pre-legislative-consultation distinction, broadcasting platforms (DTH/HITS/IPTV), and the roles of TRAI/I&B.
What it is NOT: These draft rules consolidate existing broadcasting guidelines under the Telecommunications Act, 2023 — they are NOT the separate proposed Broadcasting Services (Regulation) Bill. Being a draft for public consultation, they are not yet notified/in force.
