'Oilseeds Kisaan Mitra' brings a free 24x7 WhatsApp AI advisory to oilseed farmers
Developed by ICAR-IIOR Hyderabad, the multilingual chatbot delivers research-based crop guidance to farmers' phones — part of India's push to cut edible-oil import dependence.
What happened
- 'Oilseeds Kisaan Mitra' — a WhatsApp-based AI advisory service developed by ICAR-Indian Institute of Oilseeds Research (ICAR-IIOR), Hyderabad — is bringing trusted, research-based oilseed-cultivation knowledge directly to farmers' phones.
- As India enters the kharif sowing season with a focus on boosting domestic oilseed production and reducing edible-oil import dependence, the tool offers free, instant advisory in farmers' own language.
- Any oilseed farmer can save the number on WhatsApp and ask questions in any Indian language about groundnut, mustard, sesame, sunflower, soybean, niger and other oilseed crops — without downloading any additional application.
- The AI-powered chatbot responds instantly with research-based guidance on variety selection, crop management, pest and disease control, irrigation and post-harvest practices, 24x7, free of cost.
- It was launched by the Secretary (DARE) & Director General, ICAR, and represents ICAR's collective oilseed research delivered to every farmer in their own language — harnessing digital technology for direct farmer benefit.
For Prelims
- ICAR & ICAR-IIOR: The Indian Council of Agricultural Research (ICAR) is the apex body for agricultural research/education under the Department of Agricultural Research & Education (DARE). ICAR-IIOR, Hyderabad is its institute for oilseeds research.
- Edible-oil import dependence: India imports ~56% of its edible-oil demand (down from ~63% in 2015-16) — one of its largest import bills after crude oil and gold; key imports are palm, soybean and sunflower oil.
- NMEO-Oilseeds: The National Mission on Edible Oils – Oilseeds (NMEO-OS), approved October 2024 (~₹10,103 crore, 2024-25 to 2030-31) to raise domestic oilseed output; complemented by NMEO-Oil Palm (2021).
- Major oilseeds: Groundnut, mustard/rapeseed, soybean, sunflower, sesame, niger, safflower, castor, linseed — India grows nine traditional oilseeds; kharif (soybean, groundnut) and rabi (mustard) seasons matter.
- Agri-tech advisory: Tools like Kisan Call Centres, Kisan Suvidha, mKisan and now WhatsApp AI chatbots extend extension services digitally — bridging the agricultural extension gap.
- Kharif vs rabi: Kharif (monsoon-sown, ~June-July) crops include soybean, groundnut, cotton; rabi (winter-sown) include mustard and wheat. Oilseed advisory is timed to the kharif sowing window.
- Don't confuse: 'Oilseeds Kisaan Mitra' is an AI advisory/extension service (information), not a subsidy or procurement scheme; MSP and procurement for oilseeds are separate (handled via NAFED/PSS).
For UPSC: ICAR-IIOR's 'Oilseeds Kisaan Mitra' gives oilseed farmers free, 24x7, multilingual WhatsApp AI crop advisory — part of the drive to cut India's ~56% edible-oil import dependence. Anchor ICAR/ICAR-IIOR, NMEO-Oilseeds (2024) and NMEO-Oil Palm (2021), the nine major oilseeds and kharif/rabi timing, and digital agri-extension as a tool — distinct from MSP/procurement.
What it is NOT: 'Oilseeds Kisaan Mitra' is an AI advisory/extension service (crop guidance) — NOT a subsidy, MSP or procurement scheme (those run via NAFED/Price Support Scheme). It works within WhatsApp and needs no separate app download.
For Mains
Syllabus: GS3.4 · GS3.5 · Linkage L2
Anchor
Digital agri-extension for self-reliance in edible oils — using AI/WhatsApp to deliver research-based advisory at farmer scale.
Substantiation (data)
ICAR-IIOR 'Oilseeds Kisaan Mitra' (free, 24x7, multilingual); covers 6+ oilseeds; supports the goal of cutting ~56% edible-oil import dependence; aligns with NMEO-Oilseeds.
Exemplification
Cite as an example of AI-enabled extension bridging the advisory gap and supporting the edible-oil self-reliance mission.
Problematisation
Digital literacy, language/dialect coverage, last-mile connectivity and farmers' trust in AI advice limit reach; advisory alone can't fix MSP/market access.
Way-forward
Pair digital advisory with NMEO-Oilseeds inputs, quality seeds, MSP/procurement assurance, and integrate with extension networks (KVKs) for verification.
Position
Government stance: harnessing digital technology delivers ICAR's oilseed research to every farmer, supporting productivity and edible-oil self-reliance.
Deploys into: Agriculture & farmer welfare · edible-oil self-reliance (NMEO-Oilseeds) · digital agri-extension & AI · crop productivity (GS3.4 agriculture/tech for farmers, GS3.5 food security/MSP).
