PM to chair NITI Aayog's 11th Governing Council on 'Inclusive Human Development for Viksit Bharat @2047'
The apex Centre-State body meets with Chief Ministers and Lieutenant Governors to deliberate a four-pillar Inclusive Human Development Framework and align State Visions with the national Viksit Bharat goal.
What happened
- Prime Minister Shri Narendra Modi will chair the 11th Governing Council Meeting of NITI Aayog on 11 June 2026 at the Rashtrapati Bhavan Cultural Centre, New Delhi.
- This year's theme — 'Inclusive Human Development for Viksit Bharat @2047' — focuses on the well-being and development of every Indian regardless of age, region, gender or socio-economic background, in line with the PM's 'Team India' vision.
- The meeting brings together Chief Ministers and Lieutenant Governors to discuss an Inclusive Human Development Framework anchored on four pillars: (i) foundational human capital and future-ready skills; (ii) productive employment, entrepreneurship and decentralised growth; (iii) health, nutrition and wellbeing; and (iv) equity and dignity for all.
- It will chart an implementation roadmap leveraging key enablers — Governance, Digital Public Infrastructure (DPI), Convergence, Partnerships and Data-driven Systems — with a structured mechanism to track short-, medium- and long-term outcomes.
- A key thrust is aligning State Visions with the National Vision; the Council will also consider the recommendations of the 5th National Conference of Chief Secretaries (26-28 December 2025) on early childhood education, schooling, skilling, higher education and sports.

- NITI Aayog: The 'National Institution for Transforming India', set up by an Executive Resolution on 1 January 2015 to replace the Planning Commission. It is a think-tank / advisory body with no power to allocate funds (unlike the erstwhile Planning Commission).
- Governing Council: NITI Aayog's apex body comprising the Prime Minister (Chairperson), all Chief Ministers, Chief Ministers/Administrators of UTs, Lieutenant Governors, the Vice-Chairperson, full-time Members and ex-officio/special-invitee Union Ministers. It embodies cooperative federalism.
- Structure: PM is ex-officio Chairperson; a Vice-Chairperson and CEO are appointed by the PM; it has full-time members, ex-officio members (Union Ministers) and special invitees.
- Digital Public Infrastructure (DPI): Shared, interoperable digital systems (identity—Aadhaar, payments—UPI, data exchange) that enable service delivery at scale. India's DPI ('India Stack') is cited globally; here it is an 'enabler' of the development framework.
- Viksit Bharat @2047: The government's vision of India as a developed nation by the centenary of Independence (2047). NITI Aayog coordinates the 'Viksit Bharat' visioning exercise with States.
- Cooperative vs competitive federalism: The Governing Council promotes cooperative federalism (Centre + States as 'Team India'); NITI Aayog also drives competitive federalism via indices (SDG India Index, Aspirational Districts, etc.).
- Don't confuse: NITI Aayog is a non-constitutional, non-statutory body (created by Cabinet resolution), unlike the Finance Commission (constitutional, Art. 280). It does NOT allocate Plan funds — that role ended with the Planning Commission.
