MoD signs ₹449 crore deal for 20 indigenous GNSS jammers for the Indian Navy
Under the Buy (Indian-IDDM) category, the Ministry of Defence contracted a Bengaluru firm for Enhanced Capability GNSS jammers with 75%+ indigenous content — bolstering electronic warfare and Aatmanirbhar Bharat.
What happened
- The Ministry of Defence signed a contract with Accord Software and Systems Pvt Ltd (ASSPL), Bengaluru, for 20 Enhanced Capability Global Navigation Satellite System (ECGNSS) Jammers for the Indian Navy, at a total cost of ₹449 crore with minimum 75% indigenous content.
- The contract — under the Buy (Indian-Indigenously Designed, Developed and Manufactured / IDDM) category — was inked in the presence of Defence Secretary Shri Rajesh Kumar Singh in New Delhi on 10 June 2026.
- The system's capabilities include degrading the satellite-signal acquisition and tracking performance of an adversary's GNSS receiver and performing signal spoofing or deceptive jamming.
- Its induction will enable safe operations by Indian Navy ships in a multi-threat environment — a key electronic-warfare and navigation-protection capability.
- The deal reinforces the government's commitment to Aatmanirbhar Bharat and Make-in-India while bolstering the country's maritime-security architecture and indigenising advanced military technology.
For Prelims
- GNSS (Global Navigation Satellite System): The umbrella term for satellite positioning systems — the US GPS, Russia's GLONASS, EU's Galileo, China's BeiDou and India's regional NavIC (IRNSS). Jammers degrade or deceive an adversary's GNSS receivers.
- Jamming vs spoofing: Jamming drowns out the satellite signal (denial); spoofing feeds a false signal so the receiver computes a wrong position — both are electronic-warfare techniques the ECGNSS system provides.
- Buy (Indian-IDDM) category: The most preferred acquisition category under the Defence Acquisition Procedure (DAP) 2020 — products that are indigenously designed, developed and manufactured with a minimum indigenous-content threshold (here 75%).
- NavIC (IRNSS): India's own regional navigation satellite system operated by ISRO — relevant context for India's stake in protecting/denying satellite navigation in its maritime zone.
- DAP 2020: The Defence Acquisition Procedure (replacing DPP 2016) prioritising indigenous procurement; categories in order of preference: Buy (Indian-IDDM) → Buy (Indian) → Buy & Make (Indian) → others.
- Defence indigenisation push: Positive Indigenisation Lists, raised FDI (up to 74% automatic), iDEX for start-ups, and a rising share of domestic procurement underpin Aatmanirbhar Bharat in defence.
- Don't confuse: An ECGNSS jammer is a defensive/EW capability to deny or deceive enemy navigation — it is a signal/electronic-warfare system, not a weapon or missile; and Buy (Indian-IDDM) ≠ Buy (Global).
For UPSC: MoD signed a ₹449 crore Buy (Indian-IDDM) contract for 20 ECGNSS jammers (75%+ indigenous) for the Navy — an electronic-warfare capability to jam/spoof adversary GNSS. Anchor GNSS systems (GPS/GLONASS/Galileo/BeiDou/NavIC), jamming-vs-spoofing, the DAP 2020 acquisition categories (Buy Indian-IDDM as most preferred) and the defence-indigenisation toolkit (Positive Lists, iDEX, FDI) under Aatmanirbhar Bharat.
What it is NOT: An ECGNSS jammer is an electronic-warfare/signal system to deny or deceive an adversary's satellite navigation — it is NOT a missile or kinetic weapon. And 'Buy (Indian-IDDM)' is the most-preferred indigenous category under DAP 2020 — distinct from 'Buy (Global)' import deals.
For Mains
Syllabus: GS3.12 · GS3.20 · Linkage L2
Anchor
Defence indigenisation and electronic warfare — building self-reliant capability in navigation-denial/EW systems for maritime security.
Substantiation (data)
₹449 crore for 20 ECGNSS jammers (Accord Software, Bengaluru); 75%+ indigenous content; Buy (Indian-IDDM) under DAP 2020 (10 June 2026).
Exemplification
Cite as an example of private-sector-led indigenous defence manufacturing (a Bengaluru firm) advancing Aatmanirbhar Bharat in advanced military tech.
Problematisation
India remains a major arms importer; scaling indigenous EW/semiconductor capability, testing infrastructure and export competitiveness are ongoing challenges.
Way-forward
Deepen Buy (Indian-IDDM) procurement, support iDEX start-ups and DRDO-industry-academia linkages, and build indigenous component/IP capacity.
Position
Government stance: indigenous procurement under DAP 2020 reinforces Aatmanirbhar Bharat in defence and strengthens maritime-security architecture.
