Anchor JJM (2019, Har Ghar Jal, FHTC, 55 LPCD, DDWS under Jal Shakti), JJM 2.0's sustainability/service shift, the Pani Samiti/VWSC community model, and the 73rd Amendment (11th Schedule) basis for Panchayat-led water governance.
What it is NOT: JJM 2.0 covers RURAL drinking water (Ministry of Jal Shakti) — NOT urban water supply (that is AMRUT under MoHUA). 'Reform-linked' means central funds are tied to State governance reforms (community O&M, water quality) — not unconditional grants.
